The board discussed a variance request for a screened-in porch at 8 Frances Fair Court. The applicant explained that the porch was constructed without a permit to provide security and privacy due to utility access requirements in the yard and conflicts with neighbors. The zoning administrator clarified the setback requirements, and both the applicant and neighbors spoke regarding the ongoing neighborhood disputes and the impact of the structure. The board deliberated on the criteria for granting the variance, considering factors such as neighborhood safety and property improvement.
The committee held a discussion regarding a proposed flag policy for public city property. The discussion centered on defining the three specific flags permitted to be displayed—the American flag, the South Carolina state flag, and the city of Columbia flag—and establishing protocols for half-mast displays in alignment with federal and gubernatorial orders. Members also discussed regulations concerning the placement of banners on lampposts along Main Street. The committee agreed to present their recommendations regarding these policies to the city council.
The Commission reviewed and approved an agreed agenda and discussed construction applications for residential projects in the Old Shandon Lower Waverly Conservation Area. Key discussions focused on a building application for a single-family home at 2305 Pendleton Street, part of the 'Keys to the Dream' initiative, and the commission's role in evaluating the proposed 'Avalon' brick finish for these homes to ensure visual compatibility with historic district guidelines.
