State Highway Administration Highway Needs Inventory 2025
The Highway Needs Inventory (HNI) is a technical reference and planning document developed by the State Highway Administration. It identifies highway improvements to serve existing and projected population and economic activity, and to address safety and structural problems within the state. This document, which is not a construction program, compiles projected major highway deficiencies and serves as a technical reference for other planning documents. It lists major capital construction projects, detailing improvement types and providing approximate cost estimates, as mandated by Transportation Article 8 of the Annotated Code of Maryland.
