Reorganization Meeting
The meeting initiated with the reorganization election for committee officers, where Richard Hill and Tim Brown were reelected as president and secretary, respectively, receiving unanimous approval. Key discussions included the review of outstanding financial items, specifically authorizing the voiding of two checks from September and November 2023 totaling an unspecified amount to return funds to the general fire fund. Statutory requirements involved reviewing an investment report, which concluded with consensus that no current investments are held, and reviewing the town's investment policy, leading to consensus not to enact one until investments are made. Additionally, the meeting addressed two conflict of interest disclosures involving an officer and an employee of TXC Solutions LLC concerning town contracts. The approval of minutes from two previous meetings, December 16, 2025 (passed 4-1) and December 22, 2025 (passed 3-0 with 2 abstentions), was conducted. Concerns regarding the appropriation report were raised due to negative balances stemming from historical accounting discrepancies involving healthcare provider switching and outstanding payroll fund issues (PER). Finally, an update was provided on the Parks Department's expenditure tracking and progress on the comprehensive plan, which is awaiting final submission to the DNR.

Regular Meeting
The meeting included standard procedural items such as a roll call establishing a quorum and an invocation. Key discussions centered on financial matters, including the approval of voucher packets. Significant deliberation occurred regarding Ordinance 2025-13, the proposed 2026 salary ordinance, specifically concerning the Town Manager's salary, which involved discussion on past salary structures and potential amendments, concluding with a motion to set the salary at $95,000 bi-weekly at $3,653.85. Utility reports for sewer and water were reviewed, highlighting the sewer utility's robust estimated transfer to the sewer improvement fund ($755,245 for 2026) versus the water utility showing a projected shortfall for 2026 ($170,000), which may require future rate adjustments or expenditure review.
