Department of Land and Natural Resources Testimony
This testimony from the Department of Land and Natural Resources, Division of Forestry and Wildlife, addresses a proposed amendment to Interim Rule 26-2 concerning Coconut Rhinoceros Beetle (CRB) regulations. The document supports the overall intent to prevent CRB spread and allow specific low-risk plant movements to Maui and Lānaʻi. However, it expresses significant concern regarding the proposed language for "designated CRB infested areas," recommending a more comprehensive definition to include all current and future infested areas across the state to prevent ambiguity and ensure robust protection for uninfested islands. The testimony also highlights the critical need for a statewide regulatory program for CRB, raising alarms about the lapse of Molokaʻi's interim rules and emphasizing the importance of permanent protections to safeguard Hawaiʻi's agriculture, native species, and cultural resources.

Board of Agriculture and Biosecurity Meeting Minutes
The Board approved a direct operating loan for a nonprofit farm, authorized the transfer of multiple leases and vacant parcels into the Agricultural Enterprise Program, and approved the assignment of a general lease on Molokai. A request to amend a prior board action regarding land parcels containing a high-hazard dam was deferred pending further information. The Board also reviewed proposed amendments to an interim rule regarding Coconut Rhinoceros Beetle regulations and the movement of host materials; however, the motions to amend failed, and the existing rule remained unchanged.

Board of Agriculture and Biosecurity Minutes
The board addressed several agricultural and biosecurity matters. Key actions included the approval of emergency loans for farms recovering from recent storm damage and the authorization of right-of-entry agreements for coqui frog control operations. The board managed agricultural land assets, approving a sublease and canceling a lease for park parcels. A significant portion of the meeting focused on biosecurity, specifically the implementation of interim rules to restrict the transportation of Coconut Rhinoceros Beetle (CRB) host materials to Maui and Lanai, and the expansion of a designated CRB-infested area. The board also convened an executive session to consult on legal matters regarding these biosecurity measures.

Advisory Committee on Plants and Animals Meeting
The committee reviewed and discussed a petition for interim rule-making intended to restrict the movement of Coconut Rhinoceros Beetle (CRB) host material to Maui and Lanai. Key discussion topics included the ecological and economic emergency risk posed by potential CRB infestation, the practical challenges of enforcing secondary inspections in areas with limited staff, and the need for clear regulatory language. Stakeholders provided testimony in support of the petition, emphasizing that existing measures were insufficient. The committee also considered potential adjustments for exemptions regarding specialized plant programs to balance biosecurity needs with ongoing operational requirements.
