Energy Project Alternatives at the IEUA RP-5 Solids Handling Facility Site (Request for Information)
Description: The successful Respondent shall provide a comprehensive submission to IEUA for the intended use of the SHF as it relates to gas, organic waste and energy management. IEUA is currently in the process of developing an Agency-Wide Energy Plan as well as specific energy alternatives for IEUA’s RP-1 and RP-5 Facilities. The intent of this request is to gather information (including preliminary costs) on potential uses for the SHF as it relates to energy.

The principal features of the Work to be performed under this Contract shall include but not limited to the following: 1. Relocation of the Biosolids Control Room from the ground-floor electrical room to convert the upstairs locker-room to a new Control Room including the following: a. Relocate newly built-in existing lab furniture from the electrical room currently also used as a control room to the new control room, and finish areas where furniture will be removed in the electrical room. b. Demolish the shower, remove lockers and install a kitchenette with features shown on the drawings in the new control room c. Replace existing water heater and wall air conditioning unit as shown on the drawings. d. Install plumbing, electrical outlets and internet cabling as shown on the drawings. e. Perform structural work to the roof and existing observation window as shown on the drawings.
Work includes improvements to the dissolved air flotation unit process installation of a new liquid sludge receiving station adjacent to the existing sludge storage tanks (ssts), replacement of piping, valves, vault demolition, and other appurtenances related to two easterly sludge force main vaults, replacement of the existing waste heat boiler (whb) dry ash pneumatic conveyance system with slurry system, replacement of existing scrubber drain header, and installation of new backup scrubber drain header, cleaning of sludge, grit, and debris from four (4) of the existing ssts, replacement of exhaust fans in four (4) ssts. Provide professional design, engineering, bidding, and construction-administration services for the downtown armory site community redevelopment project; creates a distinctive and welcoming public gathering space in downtown brookings; provides flexible open and green space suitable for both everyday use and programmed activities; accommodates community events, performances, markets, and gatherings of varying sizes; strengthens pedestrian connections within downtown and between surrounding businesses and destinations; creates comfortable opportunities for sitting, gathering, socializing, and spending time downtown; incorporates the history of the armory property into the design in a meaningful and authentic manner; integrates public art into the overall site design.
