Safe Spaces for Youth Program on Oahu
The Hawaii Department of Human Services’ Office of Youth Services is seeking information on increasing emergency-shelter capacity on Oahu for young adults ages 18–24 who are experiencing homelessness or are at risk of homelessness. The contemplated services include 24/7 overnight shelter and supervision, meals, showers and basic supplies, culturally responsive support, intake and short-term service planning, case management, and connections to health, education, employment, and stable-housing resources. This is an active Request for Information rather than a grant solicitation, with responses due October 15, 2026, at 4:30 p.m. HST.
