Does City of Agawam use cooperative purchasing or piggyback contracts?

Yes. The City of Agawam participates in cooperative purchasing and actively uses Commonwealth of Massachusetts Statewide Contracts. The City's procurement procedure documents support developing contracts with collaborative purchasing groups and allowing purchases through Statewide Contracts consistent with the stated procedure.

What procurement requirements does City of Agawam publish for vendors?

Vendors must follow solicitation-specific requirements and Massachusetts procurement statutes (MGL Chapter 30B; MGL 30 §39M; Chapter 149). Solicitations list bonding, insurance, licensing, and submission forms; purchases over $50,000 generally require competitive bidding unless exempt or procured via a Statewide Contract.

Where can vendors find procurement policies and standard terms for City of Agawam?

City of Agawam's procurement policies are published in the 'Town of Agawam Procedure for Procurement of Supplies and Services and Execution of Contract' available on the Town Document Center; it sets bid thresholds, execution rules, and references MGL Chapter 30B, MGL 30 §39M, and Chapter 149 for statutory guidance.

Sole Source
Unlock details
- City of Agawam (MA) adheres strictly to MGL c.30B, and there is no evidence of sole source awards. 30B provides only narrow exemptions; there is no general sole source dollar threshold. Above $50,000, procurements typically require formal competition. Practical notes: any exemption attempt requires a written determination/justification by the Chief Procurement Officer and must clearly fit a statutory exception. Recommended approach: deprioritize sole source and instead validate a cooperative path or prepare for a public competitive bid.
